Terra continues to flip through the pages as Dr.Image speaks, seeming almost dismissive as he concentrates.
Terra: I see, thank you.
Terra then lowers the papers and looks to the doctor.
Terra: I've already completed the necessary government-mandated paper-work on this subject, and expected a private investigation. In fact... please come with me, Dr. Image.
Terra leads Dr.Image into his office and shuts the doors behind. He then activates the surveillance systems, motioning to them as he does so.
Terra: For legal reasons; I'm sure that you understand. I will make sure that you're provided with a copy of our meeting before you leave.
Terra then walks behind his desk while motioning for the doctor to have a seat and begins to work at his terminal.
Terra: Now then. Also for legal reasons, please provide a copy of your Navi registration, your approval letter from the bar association, your operator's name and PET information if you have one, your attorney badge, assuming your district requires one, and...
A window opens up before Dr.Image with an entire terms of service agreement ready to be read.
Terra: ....your signature stating that all of the information given is factual, and that you agree to the recording of this meeting. The actual recording won't begin until you sign, by the way. As I'm sure you know, we are allowed to request this information from any attorney seeking recourse with the ONB, just as you are allowed the same if the situation were reversed. Helps to protect both of us.

*As her singing had died down, the clones around her had dissipated, and it was in this silence, that Embera had to face one of the biggest psychological challenges in her life.....boredom. It started with the pacing, then came shadowboxing. Then, she just sat down fidgeting. It wasn't long before Embera began banging on the bars, yelling out to anyone that could hear her.*
Embera: Terra! I haven't killed anyone in like, a half-hour! That's good enough behavior to be released, right?!
*It would seem that the hard-knock life of prison was not a forgiving mistress to the Solar Empress. She soon went into a steady loop of pacing and tapping her hand along the walls in some rhythmless fashion in the vain attempt to keep herself occupied.*

Dr. Image glided into Terra's office, but did not sit down. In fact, it seemed he might have actually been incapable of sitting, as he simply stood there holding his suitcase. After Terra spoke, he quietly opened it up, revealing a glowing golden light, removing the following:
1. One Navi Registration for "Dr. Image, the Image of the Future.EXE"
2. The requested approval letter, from the Bar Association of... a country in Netfrica? It was indeed legitimate, Dr. Image was a certified lawyer navi. Consequentially (and unknown to Terra) he was also certified to trade stocks, manage multinational corporations, provide rehabilitation to convicts, and every other skill that was normally attributed to humans and programs but not navis. But in terms of leveled combat? He was a V1, obviously. Clearly this navi existed purely to resolve conflict, but was little above a well-designed program.
"Az thiz is a private inquiry, you may exercize the right to zay nothing, or defer to your already-releazed public ztatements." He said in his continued monotone, no emotion behind his voice. He gently waved his hand, palm flat, through the air, a signature appearing on the document magically.
He then provided yet another document from the suitcase. "Thiz containz all of the optional queztionz available for you to answer. You will be provided with it at the end of thiz meeting az well, to return anzwer at your leizure."
"My zuitcaze zhall be recording zis meeting az well." He said, motioning to the black box in his hand. The box did nothing.
"When did you, Terra Acting Commander over the Official Net Battlerz, come to be Acting Commander over the Official Net Battlerz?"
Dr. Image stared at Terra with dead, emotionless eyes.

Matching Dr.Image's preference, Terra also stands as he speaks, a relaxed nature about him as he does so. He takes the information with a nod and a thanks, then turns his eyes back to the doctor before he continues.
Terra: I was instated as ONB commander by the International Senate seven years ago after the previous commander, Suki, retired from her position. The choice was made in light of my experience with a previous command mission that has since been sealed, and is no longer available outside of the senate. At that time, the anti-registration group known as the Revolution was performing terrorist attacks against the net, so I was authorized by the senate to enact martial law. This action has since been retired, as it is thankfully no longer needed.

"How are you, in zeven yearz of management, compenzated for your work?" Dr. Image stated plainly. Terra's answer, likewise, had absolutely no effect on this navi's response. His suitcase said nothing also, but seemed to be staring at Terra intently.

Terra smiles a little wider before he continues, still very relaxed. He pulls out his personal financial records, sans sensitive personal information, and hands them to Dr.Image.
Terra: You're free to keep them for your records and verify them as you like. As you can see, my paycheck is identical to that of the normal ONB officer. It should be a higher pay-grade, but I insisted on this when taking the position. Also, I don't accept bonuses, and as you can see, I donate half of what I earn to the Netopian orphanage fund, in honor of one of my fallen men. May he rest in peace.

Dr. Image waved his hand through the air once more, the financial records disappearing from the desk. "I am inquiring how you are compenzated, not how much you are paid, Terra, Acting Director of the Official Netbattlerz." He said once more, stoic.

Terra retains his smile, but his eyebrow raises at this statement. Compensation? Was there a language barrier here that the commander was not aware of?
Terra: I'm sorry, but in general the term compensation in this light refers to financial reward for services rendered. Aside from a bit of free time on the weekend when nothing major is happening and the customary vacation time that I've always waved, that's all of the compensation that I receive from the ONB. I've even waved a retirement fund.

Terra's eyebrow raises a little higher as he hesitates for a moment. Was the doctor trying to represent him in a suit?
Terra: I suppose that the answer depends. There have been times when I've had to go into the field to handle situations personally. At those time, I do feel somewhat at risk. However, the senate has been adamant about my fulfilling the bureaucratic side of my role as ONB commander and delegating the responsibility to my commanders. New Life is thought to be the safest network that we can currently program, so when leading from here, I do feel safe. As do my officers, as I always do my best to ensure that they and those that they protect are allowed to return to safety at the end of the day.

Terra's face returns to normal. Now things were starting to line up.
Terra: On the operations end, I mainly control the day-to-day personally. My job is to ensure that the ONB is running smoothly and within the letter of the law. Resolution of global issues falls to the senate, with it being my job to execute their orders, and budget is also a senatorial job, though I do have input when it comes to where the spending is best allocated.

Dr. Image's suitcase continued to stare deep into Terra's soul. "Do you believe your budget is adequate to supply the network with the peace and defense that you do? If given the opportunity, would you increase it?"

Terra: We all have our opinions on government spending, yourself included I'm sure. However, the scope of my position gives me a set amount of resources to deal with general threats to the net. This amount has been proven to be effective in keeping the ONB running and our peace-keeping duties generally effective.
