On the outskirts of the metropolis that is the Electopian capital, settled beside a small wooded zone the likes of which have become so rare in such a metropolitan area, stands a large yet inconspicuous complex. The grounds are well-kept, appearing similar to a modest park, and the exterior of the buildings themselves are built from red brick and formed into a set of simple, rectangular shapes, each dotted with mirrored windows. Each of these buildings stands between one and ten stories high, with the sizes generally graduating the closer to the center of the complex that they stand. Between the modest skyscrapers, a set of walkways join the upper floors in a pattern similar to a large spider web, thus allowing for free travel across the complex without ever leaving its walls. The main entrance to the complex lies to the south, and is somewhat more inviting than the entrances to the rest of the non-descript buildings. A long walkway leads in from the main parking lot, with groves of flowering trees planted on either side. Their branches meet overhead, providing a natural tunnel for those going to and from the main building. The entrance to the building is a simple arch with "Official Experiment Labs" engraved along the top. Below the arch, a set of glass doors allow for entrance to the complex, and display the anagram of infamy and foreboding: OEL.
Just inside, the OEL's main lobby is anything but foreboding. Scrolled mahogany covers the walls with intricate details, and lounge chairs comfortable enough to use as beds meet all who enter, along with expensive salt water fish tanks, a play area for the kids with in-house babysitter, and several large screens, each displaying the wonders of the OEL's achievements, while conveniently leaving out its more well known terrors. Not far from the main doors, a large desk carved from mahogany greets new visitors, and smiling behind sits.... a Navi? Surely this is just a human in a Navi costume. No, it's a real, female Navi. What kind of trick is this? The light beam shining around her reveals the answer; the entire ceiling of this complex is made from some form of odd, light-projecting material, causing Navis on the network to be displayed as holograms in the real world. While not unheard of, this technology is impressive on such a grandiose scale.
If asked, the reception Navi would gladly show visitors around the complex. Or, rather, part of the complex. Just beyond the desk lies a set of training facilities, where OEL Navis are constantly testing each other in battle. Beyond this is a Navi rec-room, where Navis are allowed to experience realistic facsimiles of famous real-world areas in amazing detail. Next is a similar room for human visitors to experience facsimiles of many of the net's greatest wonders. It's here that the road splits and visitors are allowed to go up one of the taller buildings, visiting floors and expositions full of different games for Navis and people to play together, as well as work-stations for Navis and people to work together. Going even deeper down the main path below, the complex is dotted with laboratories, each filled with scientists working on the OEL's more public projects, and some free for public use. A little farther is the cafeteria and gift-shop, where Navis and people alike can purchase food, or, in a Navi's case, recovery items, and memorabilia from the trip to this wonderful place. And even deeper still.... the path returns to the main lobby. In spite of the OEL's impressive size, only about 10% of it is publicly viewable. If asked to see more, one of the Navis working the area will simply say that the OEL is contracted to do government work, and that most of that work is classified. However, not so distant memory remains of what can come from behind the OEL's classified works....
Special Role-Play Information:
The OEL complex acts as both a real-world area and a net area. Navis are displayed via holograms within the building and can interact with their environment to some degree due to sensors in most of the area's objects. In spite of this, Navis are unable to damage the area in any way. Navis' can, however, attack each other successfully here. The one exception to this rule is the OEL staff, which cannot be damaged by non-OEL Navis, and requests that all fighting be limited to the training area. Navis cannot teleport here, and must enter/exit through the main door and move along the hallways like their real-world counterparts. Special permission must be granted for Navis and/or operators to have backstories connected with the OEL.
Also worth noting: the OEL has absolute authority over this network. Navis can be booted from the network at will, or be taken against their will if the OEL staff so desires. This happens regardless of version advantages or powers. There is also no such thing as stealth here; the OEL is aware of all Navis on its network at all times. Any surprise appearances that are not directly okayed by staff will be considered metagaming for this reason. In short: your Navi cannot hide, no matter how stealthy he/she/it may be.
