After spending a long time, slowly reading the contract, Lupe glances up at the "officer". Sheepishly, Lupe calls towards the man. "E...excuse me? Does becoming a citizen of the Undernet still allow us to leave at will? Im just here to visit..."
She paused for a moment, and remembered a article she read recently about a server far away. "Also, as citizens, or we obligated to fight for or defend the Undernet? I heard about some awful civil war in the Dark colonies, and I'm not sure if I would like to be involved in something like that..."

Of course you can leave as you please. Identification is required on re-entry. After conjuring up his own form for that zealot, his right index finger slid across the form. Text on the form highlighted in bright green for Lupe. Please do not apply for citizenship should you be just visiting, only visitation. He flipped trough the papers quickly and the green filled the page in the paragraphs regarding Lupe's concerns. Conscription is mandatory should the situation arise. Do not worry, my military won't need aid from the people just yet. With a smile he put the form to rights and pressed it against "that guys" chest and it stuck to his front-side. It had some kind of adhesive akin to a post-it note. Did I address all of your concerns?

Torihime furrowed her brow as she read over the contract, paying attention at the conversation going on around her. On one hand, she certainly didn't like being told what to do by someone she had just met. On the other hand, however, she missed the sense of belonging she used to have in her old organization, and she certainly didn't have a place to call "home" at the moment. That, combined with the fact that she was becoming more and more sure that this was a place where the strong gather, allowed her to reach her conclusion with relative ease.
She extended her arm and swiped her finger across the bottom of the page, under the section entitled "Application for Full Citizenship". With that, she boldly walked up to the officer-Navi and thrust the signed contract in front of him.
"Here you go, buddy! I'm still not exactly sure what's going on, but I'll stay here and see how things play out. No reason not to, right? I just hope you guys have plenty of opportunities for me to get strong. You scratch my back, and I'll cut open the backs of your enemies. We good?"
She let go of the contract and stood there in her typical pose; arms crossed, feet apart in a wide stance, a skewed grin on her face, her one ice-blue eye not hidden by her silver hair sparkling with intensity and confidence. She awaited his response.

"Y-Yes! Thank you!" Lupe told the man in charge, nodding her head vigorously.
She stared at the contract for what felt like a very long time. Ever since she was injured, she found it difficult to stay in one place. She just irritated people too much.
In her moment of doubt, Lupe looked around at the bleak landscape of the Undernet. As she turned her eyes caught the house she ran from to meet Torihime. People live here. People like it here. But the gloom of this dark prison loomed over them. Maybe they needed an annoying girl to keep their spirits up.
"There are so many sad people here.. and I could make them happy..." Lupe though. "But I can't help them as a vigilante... not with big and strong fighters like him around..."
Lupe put her finger over the accept button, and looked up at the officer with her usual ear to ear grin. "Ok mister! Ill accept, but I have one condition. I would like to work for your government, and help people in need."
In her one track mind, this proposal seemed perfectly fair. But she was very unsure about how it would be perceived on the other end.

Guy The green navis attempted to brush the paper off but it the glue kept it still. If its face could express emotion it would emulate annoyance. Using both hands and, from the outside, a great deal of effort to remove the paper it finally came unstuck. He once again shreds it.
'Diplomatic Immunity' is simply a convenience! An acknowledgement by the authorities that Duo is a force to be respected, and not trifled with! He points upwards once more See? Even now my lord looms above us all, preparing to smite the unworthy. He lowers is arms.
But, if you will not heed the words I preach and convert. I will not waste my time on you. Perhaps there are others wiser. The devout turns and begins walking down the street.

I am glad you two are eager to assist the nation and its people. Their citizenship paper dissolved into data clusters akin to that of the data wisps that lingered in the air. Unfortunately, your paperwork has not been fully processed. However there is something you can do. Both of his palms were turned up to the sky as data pooled into the space above both of them, each creating a three-dimensional model of the Undernet, at least most of it. Although the entire display was green and transparent for the most part, there was a portion of the map that was highlighted in orange. There is a bridge far out from here. Investigate this and the large bunker that seems to have been built there. See if there are navis there, and if so, just collect information on them. Upon your arrival back, someone will be here to collect that data. The area he described was the Armed Fortress. The map's orange was more of a deep red as the bridge that connected the island it sat upon led into the actual grounds. The area under the bridge however was labeled grey for some unknown reason. The maps disappeared into his palms as he closed them, and with that, the data folded in upon itself, compressed now into a smooth, green sphere. I will dispatch four of my TC-118s to accompany you. Should a situation arise, they have been instructed to destroy the bridge and anything that connects the island to the mainland. He handed both of the spheres directly to each navi. Then overhead, a cluster of data wisps in the air seemed to stir and rush somewhere else as if they had somewhere to be. The space around them was temporarily devoid of any of the pale colored clusters. You may refuse if choose to do so. He awaited an answer from the pair.

Torihime barely hesitated to snatch the green orb from the Navi's hand, tucking it into the sleeve of her robes.
"I'm down. Sneakin' an' watchin' ain't really my style, but I'm getting bored and there doesn't seem much else to do at the moment."
She hitched a thumb toward Lupe and tossed her head in her direction.
"Are we goin' together, or what?"

"Thank you very much mister!" Lupe said, saluting the man with her right hand, while collecting the green orb with the other.
Lupe then turned to Torihime and gave her a nod of the head. "One more thing before we go..." she said quietly.
She looked towards the strange worshiper, as he waled away, and attempted to yell words of confidence to him from afar. "Hey, don't let mean people discourage you! We might not be interested in hearing about your religion, but that's OK. Believe in whoever and whatever you want to! I wish you the best of luck on your preaching!"
"Alright!" She said, turning back to Torihime. "Race you there!"
Lupe then sprinted off towards the bridge labeled on the map. "Come on! Hurry up!" She called behind her, giddily.

Torihime rolled her eyes and groaned dramatically, mumbling to herself before she called after Lupe.
"Ugh, this girl's gonna kill me. HEY! WAIT UP, LADY!"
She took off at all full sprint, following Lupe, her wooden getta clacking on the floor like hoof beats echoing and fading into the distance.

"That's odd. I don't remember Uranet being one with a government." A mysterious navi's voice staticced from his mouth, like foamy water from that of a drunkard's.
With red eyes he watches, slipping between shadows, and cloaked in white satin. No more than a face in the crowd. But as this stranger delegates his tasks, the observant navi had already bolted, thunderous steps bringing him to his destination.

Iria [Continued from: Netopian Lake] Iria hurdles from the portal and into one of the streets onto her butt. Shaking her head in at first disbelief that someone could be that moronic, then in aggression that it happened at all. Uhg...She stands. In this dump any opportunistic garbage could try and make an easy mark in her current state. She makes tracks before one of them even notices she's there. Into a back alley and out of site, for now.

*And he ended up at one of the back alleys here. It was empty for once, but he wouldn't be surprised if that changed in a few seconds. This time he sent the message, waiting for a response from the person he contacted instead. Now just came seeing how this would play out.*

The call takes a bit of time to go through. In fact, it seems almost as though it's not going to be answered... but eventually that answer comes. A window pops up and reveals a young man in a suit with a serious expression fumbling with his PET.
Victor: Yes, yes. Hold on.
With a disgruntled sigh, Victor holds his PET up at last, giving Genesis a more normal view, and Victor a more normal view of Genesis; a view that causes an eyebrow to raise as he realizes who he's speaking to.
Victor: Well, this is an unexpected call. To what do I owe the pleasure?

*He found it helpful that he was okay with it taking time to go through. It always felt strange to see this though. The window brought back nostalgia just from seeing it. So this was Victor. The young man looked like someone who would fit into the position he had. Now this would probably sound strange coming from Genesis, but he said it all the same.*
"As you might know, a lot of things happened all at once. For those of us in here, time and events look like they ticked backwards. But I have no idea what happened on your front and was hoping you could update me on that."

That situation... it had been something that they'd worked on for some time, and just recently discovered the effect on the net.
Victor: For about a month, the net froze up and was almost entirely inaccessible. We tried our best to get into the systems at that point, but had only limited success. That aside, things were largely quiet.
