A small city located south of ACDC. Years ago, this city was the center of operations of Gospel, and underwent a strange fusion of reality and network-space due to the massive energy level combined with the bugs. Today, the reality-bending incident still has some effect on the city. Items have been known to move randomly, perception seems to skew, and electrical currents run in random ways, some of which seem to defy the laws of physics.
In spite of these down-sides, Kotobuki has become a very famed and wealthy city since the Gospel incident due to the reality-bending power. Buildings have to be built mis-shapen due to the strange flow of energy, ranging from something of kin to an oddly stacked block pile to buildings which are literaly diaginal. Most apartment building stand roughly 10 stories tall or higher, meaning the entire city is quite a sight to see.
NOTE: This is a real-world area!

Terra: Greetings to all of you. My name is Terra.
*The screen splits, revealing an official document next to Terra*
Terra: By order of the international senate, I have been named the new commander of the ONB, taking over for Ms. Suki due to suspicion of being unfit for duty and in light of the dire times in which we find ourselves.
It's my deepest regret to inform you that there is a large risk to the security of the net in our midst. The members of the Revolution have taken a harsh stand against us and are seeking to assassinate all ONB members, and we have also discovered several moles within the command. The entire world is at great risk at this point, and it's with a heavy heart that I must make this announcement.
As of this moment, all active ONB members are being temporarily retired for security reasons. I ask that you please relinquish your ONB credentials at New Life immediately and remain on standby until we have things under control. In response for the need that this will create, I have also brought on a set of ONB elite troops normally reserved for military action to act as officers. These officers will be sent to key locations across the globe soon in order to enforce peace and order within their regions.
I ask that all civilians please cooperate with these officers that they may better serve you.

Staring out at the sea of buildings that was central Kotobuki, sitting in a single black recliner and idly holding a glass of iced something precariously close to the edge, Geminus smiled and finished sending an encrypted e-mail. Things were coming together nicely... so long as Raven wasn't here to spoil them. His criminally smooth voice answered to the still-open comm: "Send him up, if you would... and then lock the communications channel to my ID. Official business, you understand."
E-MAIL Header: Business Recipient: Exa Body: Would you happen to have access to The Revolution? M is looking to search them out and "inspect" them.[/b]

The host smoothed back his hair and lurched out of his seat, neatly maintaining his drink. His console beeped at him as he passed to report the e-mail, but he waved a hand and it went quiet. M could wait in case the man's eyes were as good as his adopted name would suggest. "'Senator Raven'," he mocked as he meandered through a small kitchen area to meet the guest. "Please... Mister Victor Regal, we are on more familiar terms than that, are we not? To you, my brother, I am Euclid." The man placed a hand across his own chest and gave a polite bow. "Here I thought the word was that the esteemed Senator Geminus was on his way to Netopia on business, but here you have found me, Victor. What brings you to my Electopian flat? And be assured, the lines out are secured. A charming grin opened on his face, but the same old devilish glint shined in his eye.[/b]

*Raven, or rather Victor, retained a business-like air that was normal for him. The use of his real name didn't much phase him, as it was something that a few people knew, and Geminus would be one who would be capable of finding out. However, it did somewhat surprise him, as it wasn't exactly expected...
Raven: I took my chances that you would be here, and it seems that I lucked out.
*Crossing his arms behind his back, Victor takes a more at-ease position before continuing*
Raven: I wanted to speak with you in regards to this entire ONB business that has overtaken the world in recent weeks. Do you know under what authority Terra has ordered the decomissioning of all former ONB opratives?

Geminus' smile was subdued, and he turned back to the kitchen. "How very corvine an assumption of you... but it worked. I am here. Drink? Help yourself." He set a clean glass down on the counter and opened an extensive liquor cabinet, gesturing with flourish also to the refrigerator. "When the issue was supposedly ordered, I was here - and unless you've attained the miracle of unaided flight," he chuckled to himself, "Under any authority, it was certainly not under either of ours. My thought was that a certain lady senate leader was behind this as part of her agenda."[/b]

Raven: Rumors have spread in regards to the senate leader's role in this, and her mysterious absence has done little to quench those fires. If not her, it would have almost had to have been the leaders of our respective countries. But why would they take it upon themselves to make such a harsh judgement without speaking to the senate, and why were we not informed, even after the fact? It's almost as though we've become little more than the government's paper dolls....
*Raven's eyes then rise to the ceiling as he thinks*
Raven: Tell me, what has become of your Navi as of late? Mine suddenly disappeared a few months ago, and I'm still unable to run his backup data.

Geminus remained silent as he maneuvered back to and spun his chair around to face the rest of the seating arrangement. "If not a drink, then please, have a seat," he spoke as he took his own seat. "Then we're a very dangerous set of dolls, I should think. M is maneuvering various pieces to get to the bottom of these worrisome happenings, though it has meant calling on some... less desirable aid. However, favors are favors... With that in mind, which was your navi, again? What were the circumstances of his disappearance?" The mans features darkened and he smiled a very kind smile.[/b]

*Victor gives a nod of appreciation as he takes a seat. He relaxes somewhat as he finally manages to get off of his feet, but his overall expression undergoes little change*
Raven: I've also been trying to get to the bottom of these happenings as best I can. However, it's not as simple as it once was thanks to the massive government oversights that were passed before we were seated. Still, there are ways around these guidelines... as I'm sure you're aware
*Victor gives a sigh*
Raven: My Navi's name is Challenger, one of our former enforcers. After our last meeting over the happenings in Saul Kada, I sent him out in an investigation and he never returned.

With a slight shift, Geminus took another sip from his glass. His gaze turned over his shoulder back toward the cityscape. Clouds were starting to gather. "Ah, so an Official navi... finding information on him shouldn't prove difficult. I'll pass the name forward. Does he take after you, or what was he investigating? Perhaps a particular place or trinket would be valuable in catching his eye?" Geminus' attention turned back to the room and he idly brushed dust off of his pantleg. The e-mail beeped again, and again too was dismissed.

Geminus nodded and gave a small wave. As soon as Victor was out the door, though, he all but jumped over to his terminal and forwarded Exa's e-mail to M, along with a tag about Challenger. Perhaps this could turn around into another debt from Toxin...

With each slap, the small female figure had gotten closer to her destination. After a while, she spun around one corner, the next, and then another as each corner of Kotobuki’s buildings casted larger shadows; the thicker the darkness had become the further the figure traveled. Eventually, the slapping sounds had come to a small little ghetto where some of the buildings still decayed, but with the faint glow of light escaping through torn and ratty curtain had hinted perhaps some vacancy. Giving only a saddened, sorrowful look, the small form had continued forth as she ran up the stairway leading to the higher apartment floors.
*KNOCK! KNOCK! KNOCK.....KNOCK!*
Three straight knocks and a separate one? That was the code!
Almost immediately, the sound of the door bell rang a chime that confirmed that of a correct access. The door opened revealing a small female girl, maybe the age of thirteen, standing there with fingers wrapped around the particular device in her hands. Her big blue innocent eyes looked to the figure that towered over her slightly. An innocent smile came across her face even though her rising and falling chest indicated some fatigue. With a small giggle, she had stepped into the doorway, closing it shut with her key card.
“I got her!” the little girl said lifting the device to the violet haired boy, “And I wasn’t followed!~”
“Thanks, Rosetta,” Xenneth had said reaching for his P.E.T. and connecting it to his wrist compartment as it snapped into place, “Come in, Megami-chan!”
The screen of the P.E.T. shown the loading screen and then the chestnut haired female NetNavi as her big blue eyes gazed upon the figure. She was nearly at a loss for words thinking she would not see this face again. “Xen-kun!” she had cried, “I am so glad you’re safe! I was happy when Rosetta-chan said you found her! However, why is it that we are not home?”
At that, Xenneth’s eyes shifted slightly as he seemed to digress from the screen. “Because...of you.” he said lowly as Megami’s eyes opened slightly surprised, “Megami-chan...the ONB are looking for me as an Operator and you because you’re responsible for a crime. Did you really cause trouble in Element City?!”
Megami gasped hearing Xenneth.
“C-cause trouble? B-but...what do you mean?” Megami had asked.
“Megami-chan, there’s a bounty on you and that means people will be after me as well. I can’t go to Green Town! They don’t tolerate any of this...so are you involved in Element City’s harm?”
The female NetNavi’s head shook in great discern. “O-of course not!” Megami exclaimed, “I have done nothing of the sort. I have searched for you for so long! When I could not find you, I figured you went to find Rosetta near CreamLand when you left me behind. I went even to the Undernet and-”
“Undernet?!” Xenneth had cried. Sure, he had never seen anything of it, but textbook lessons told him it was not meant for someone like him, “Why did you go there? There is nothing that would be for us there!”
“Well...” Megami had been hesitant to speak, “...I figured if we found out what made Cream Land go ‘out of whack’ as you would say, then maybe we could help fix it by getting rid of whatever caused it. I was told the Undernet had lots of information.”
“Big brother, you shouldn’t be made at Megami,” little Rosetta interfered, “Whether you were trying to keep her safe or not, you left her alone.”
She was right...
There was a long silence as Xenneth had seemed to realize what his absence had done to Megami: it made her feel alienated and restless! He wanted to rebuke her on her solo actions, or even yell at her about not doing things right, however, he had almost forgotten how she was like when he was not around. She was loyal to being his NetNavi, and even Rosetta knew this. They were like a family for words with all those aspects removed; not some master and slave relationship.
“I believe Megami-chan,” Rosetta had said, “If she went to the Undernet, then certainly she must have been busy. So maybe it was someone that was trying to frame Megami-chan. What if someone wants revenge on her?”
“Revenge?” Megami had asked as she tilted her head in that slightly confused manner as if she was trying to think, “I certainly do not remember making anyone angry or fighting anyone. Maybe someone knows something...?”
It seemed, regardless, they had to search for information.
“Then it can’t be avoided,” Xenneth concluded, “We’ll have to log into the network and search for answers. Also, we’ll have to look for Rosetta’s NetNavi friend while we’re at it too. Ready, Megami-chan?”
Megami and Rosetta was thrilled. It seemed like it was almost like last year when they explored looking for answers on Megami’s existence. They got to explore and look for things for the sake of Xenneth, someone they both cared about. Aiming the inferred laser to the small apartment’s jack-in port, Xenneth nodded his head as he had prepared to log in.
