Actually, no. I have fought and seen battles of Forte, Slur and Duo and I have come up with some neat strategies against them using my own navis. I have figured out how to deal over 20,000 Damage in one turn. Slur however would be a problem with her attacks. As for Duo, I don't have a lot of info on him. And even though Forte can deal 1000s of damage to selected or all targets, you can dodge or block it... And then some people might be able to negate the attack as a whole. And then when I decided to make out the teams, (I was on the VERY last approved navi[TenguMan] and I clicked on something and messed up and decided not to do it again...) And then there aren't as many bosses as there are Navis. So it is possible to win.
