I've got a couple question about a second navi:
1)Can I make a second one even though my first is at V1?
2)If I can, does he start at 500 EXP?

1. Yes, but it too will be at V1. When you make a new navi, it's at your highest V-1, to a minimum of V1.
2. Yes.

EDIT: Also, you need to buy the appropriate PET in the shops before you can make more navi's.
