[Note: You may not have a navi in "Border Crisis: Netopia" and "Border Crisis: Electopia" Simultaneously]
The Netopia/Electopia border, A unique connection to both contries and the only public, Direct-Net connection between them. While navis in PETs need to be analyzed while passing through security, Navis that wish to travel between international networks must pass through here and be analyzed both by the country they are leaving and the country they are entering. A basic series of queues are scattered about the area, with navis trickling into the connection, likely to recieve the same screening on the way out. Just above it on another level, navis entering Netopia were getting their screening, with security much more robust monitoring them at least on the Netopia Side.
From a distance, Ruin watched these lines flow. He had been watching for a while now, trying to keep track of shift changes and such. He had been laying low for quite a while, so the Netopia side shouldn't be too hard to get through, the other side though had his name in the system. There was sure to be resistance when he got to Electopia, but that was a concern, or a thrill, for later.
Walking up casually to the queues, Ruin stood in them, following orderly as to not attract any undue suspicion. Luckily though his navi design didn't stand out much, especially considering how wildly designs can vary even for the average navi. All he had to do was wait for his turn and pass through calmly.
This whole "covert" thing was such a hassle really.

*His design was another one that, while different than normal, was not quite like the rest. And while some could call it iconic, there were several who would likely go for a similar design that the onyx armored navi had. The story of how he got to Netopia was a simple one for him. He had gotten here before everything had been firmly established to check out the fall of Elysium. With how out of touch some of the others were, he had no reason to go back anytime soon. But he didn't have any business in Netopia, given how they were run now. So that meant it was time for him to depart back to the Electopia end of things.*
*Which also meant that without a doubt he was in for a fight. One that he was actually welcoming this time around. Why? Because while the NIA had solid intentions, they were overlooking the biggest part of the problem. Shifting blame while trying to act out again was just like everyone else in power that he fought against.*
"...Tch."
*And that thought had him in a particularly annoyed mood. He didn't even bother to try and hide or anything, simply walking up to the border. Normally he operated in a group, but out of that group the only one who would likely call what was coming today as a 'warranted list of casualties' was Embera. Which meant he was flying solo here. And it had been a while since he could cut loose without regard to anyone else's safety.*

As the Onyx Overlord approached the border queues, the air itself grew tense. As he came into view a number of security navis on the side walked in closer to the border itself, their mouths moving but no sound escaping. Likely they were talking on a private channel. One such enforcement navi nearby the checkpoint itself seemed to have forgotten to turn on their basic speech filtering, so Ruin, near the front of the line now, could hear the chatter, at least one side of it.
NIA Enforcer: "Sir... Genesis.EXE has made an appearance at the Electopia/Netopia Border... what do we do?"
Some silence from the enforcer, Ruin looked back to see the one they called Genesis approaching, but he didn't seem particularly aggressive, even getting into the queue like everyone else. He was only a few spots behind Ruin when he arrived, a number of navis scattering to his approach. The navi in front of Ruin stepped forward to the main Connection, and Ruin stepped up to the desk. Though his attention was still on the security navi, who had begun to speak again, softer this time.
NIA Enforcer: "What do you mean 'detain' him? Do you know how strong this guy is?.. Bu-... Yes Sir. Very well Sir."
The guy didn't seem to happy with his orders, but orders were orders, and the security navi walked up to Genesis. Trying his best to keep a calm demenor, but the scent of fear wafted off of him like burnt popcorn in a small office.
NIA Enforcer: Excuse me sir... You've been selected randomly for additional screening. If you please, come with me.
The security navi motioned over to a closed off booth, more of a small structure really, that was apparently used for more in-depth navi analysis. Though one could easily mistake it for a bunker... or a prison of some degree.
"Border Officer: ID please... Sir!"
Ruin snapped back from his observations, it was his turn to be Identified. He had that fake one he made up quickly, but that wouldn't fool this one like it did the Stardroid. Looked like he had to use the other option.
"Don't have one on me, will a data sample work?"
The officer nodded, and Ruin made a small sphere in his hand, the size of a marble, placing it into the analyzer that popped up on his side of the booth. As the analyzer closed over itself, the Officer's eyes looked over his screen, his eyes widening as a picture of Ruin was displayed along with his warrants in Electopia, most likely all filed by Iria. Ruin nodded to the officer and walked off toward the connection, who stood speechless between the one he just let through and the one they were trying to contain that just showed up. As he approached the connection itself, Ruin took a deep breath in, the show really started as he took his last step.
Back at the patrol booth, the officer finally came to his senses about what just happened. Certainly the NIA didn't want that kind of criminal in Netopia, but it was protocol at least to warn Electopia if a criminal was coming their way so they could catch it. Just unfortunate that it was one who managed to evade arrest so much. Quickly patching in a connection with the Electopia border, he calmed himself before making his report.
Border Officer: "Electopia, you have one Ruin.EXE exiting the connection momentarily. Jurisdiction of this criminal falls under the New ONB, so do what you will. Just don't send him back here."

*Genesis eyed the enforcer that came over to him. His eyes then looked away for a moment, as if surveying the area. It was pretty clear what he was doing at this point was counting. Still though, he couldn't help but let out a light chuckle now that he thought about the term "randomly selected" used for the additional screening. Plus even if that wasn't a bunker or prison, it may as well have been one in his eyes. A pointless prison, his right hand flexing open a bit more.*
"Honestly, it's better you at least try to do your job so you don't get in trouble later. Sadly for you, I'm not like a certain fire navi who would comply to your request. So instead..."
*Black data was swirling around the right arm. And in the palm began to form a black sphere. Even if they were filled with fear, even if they didn't want to, they were still just dogs of the NIA. What he was about to do wouldn't exactly change their minds about things, but he figured they would probably wisen up once it happened several times. That or they would be funding a lot of repairs very quickly.*
"I'll see if I can't destroy this whole border."
*He balled his hand up into a fist around the sphere and a loud shrill noise exploded out followed by a roar of thunder that could shatter glass from the ferocity behind it. A pulse of pure force was released around him and past the enforcer to blast aside everyone else there, bystanders or not. If they didn't want to get caught in the crossfire they could run, resist, or perish. He didn't care which at the moment as he had a goal to accomplish. For the enforcer in front of him that wasn't blown away, a sword of pure energy formed in the very same right hand that he thrust forth to impale the officer clean through the chest, lifting him off the ground before flicking him off the sword and upward. He had fought against restrictions long enough that it only made sense they would try to go after him straight away. And so he spoke once more, this time in a louder voice for more to hear him.*
"So you can resist or flee now, if you want! I'll go through as many of you as I have to."

"What do you mean I need a passport? Just get out of my way! I'm here to help you!"
At the mention of help, the NIA navis stepped aside. A busty blonde navi clad in black stepped through the border to face Genesis as the NIA navis seemed to cower from him.
"I've heard a lot about you. I'm here to make a deal. I can get you across the border. However, I need you to sign a contract that places you in my employ."
Serix pulled a piece of paper from inside her outfit's top, and handed it to Genesis. It read as follows.
'I (insert name here) do of my own free will sign myself over to the custody of Serix.PYR, and will work with her as a partner in her mercentile business. I agree to work for 50% of all contracts, handing the other half over to the employer. I will work until such a time as all fines or other illegal actions can be paid off.'

*For the ones that stayed he would proceed to hold nothing back. For the ones that would flee, should they flee quickly enough, they wouldn't be caught in the collateral. If they were too slow, then they were also collateral. But then he saw someone else instead, narrowing his eyes at first. He doubted that this one was one of their enforcers as well. Though once he actually heard the voice, he recalled it. She was one of the ones at Element City when he caught up with Caliga finally. Rather than shoot her down without listening to her, he heard her out before he gave his own reply.*
"I would rather not work for life because of charges I could have avoided if people were reasonable. Thanks to that I have a substantial list of those now. Of course, back when I worked with the Black Guard Mercenaries, that didn't pan out too well as well."
*Back then he had worked for Reikoku. He had ended up surpassing his employer and they also weren't very up in arms to take action. At the same time, they weren't all that cautious with their contracts either. In short, he could see the same burning bridge again. With the change to the system, all of those people were gone now save for one. And much like Genesis, they hadn't quite fit in with the Black Guard. Besides, she totally wanted to fight anyway from the look in her eyes. He had seen it before plenty of times over the years leading up to this day.*
"Besides, I want more than crossing the border. It just gets annoying that they can rebuild it over time even after I'm done."

Serix was a little taken aback as her offer was refused, but she could understand why working off a debt could be seen as less than beneficial.
"Listen, as much as I want to fight right now, I already know how much stronger you are. I'm not dumb enough to attack you without backup. So, how about we find a peaceful way to resolve this. You want through the border, I want to get paid. Tell you what. For the right price, I might be persuaded to assist you. Currently, that price is Ruin's deletion."
Serix grinned as she said this. She knew that she had the upper hand in this situation. She just needed to figure out how to get this done without much bloodshed.

*He had been attacked enough where he assumed it was less a matter of someone being dumb enough to do so, but willing to attempt to fight him regardless of prior knowledge. Still, persuading someone to assist in blowing this up was better than his planned attempt to do so himself. He wasn't going to budge on that front very easily when he just started.*
"Ruin, is it?"
*He knew of him from word of mouth and from a more personal source. One of the three biggest problem factors when anyone ever discussed The Chaotic, he was one of the Conspirators who wrested control of the organization and helped lead it to much greater things. While ordinarily it would be reasonable to say that the group was disorganized, lately an attack on one that caused lasting harm, like an arrest, was an assault against them all. So the question was now becoming: how willing was he to fight Ruin plus the rest of his team?*
"So there is payment involved in catching either Ruin, myself, or both, and getting us to fight each other makes the possibility of both more of a reality."
*With Toxin gone that was arguably his biggest problem gone just like that. That guy always gunned straight for him in the most unfair manners possible. The other problem... well, that was a mix of personal problems and actual difficulty. So he broke his silence now.*
"Let us make it clear what you will be getting in to then. My aim is to cross the border and to also destroy the border. Were you to assist me, that means you will be doing the same. As a mercenary this will put you at odds with both Netopia and Electopia and possibly even run you out of business. And you are fine with this if I take down Ruin for you?"
*He had a raised brow now, seeing if he had painted the right picture here or if she had misunderstood part of her own bargain here. Were that the actual case he would have no reason to decline outside of not wanting to deal with Xion and Ruin later should this not go as planned. Ruin was one of the only three navis, himself included, who had decimated those ONB Enforcers, the Stardroids, in open combat. Compared to the Netopian Enforcers right now, who were now steadily approaching him as he wasn't attacking and their blind courage was starting to build again.*

RAM: K-414.exe, boot sequence complete. Loading interface.
K-414 gave a small grunt as the world phased in around him. No texture, just green and black- he was in the Animus Syndicate servers. Shaking himself, the beast tapped at the air before him, opening up a video feed to Richard. "What." There was no questioning tone to the beast's growl. It was a flat, even growl.
RAM: There has been a...development. We have been contracted by the NIA to assist in a possible border breach. Normally this isn't our standard fare, but the NIA do appreciate how well you all listen to commands.
The beast snorted, shaking himself out. "Border breach? Why send me out? That seems like child's play. 216 would be better suited to hunting them down if they're trying to sneak through."
RAM: They're not sneaking. Forwarding you the information we've obtained on Genesis.exe
K-414's red eyes began to gleam as he realized what this portended. This was someone who had a great deal of combat potential- to the point where he might get to see them full out. Since his recent upgrades and the changes to his code, both unbidden by Richard due to his vanishing after Creamland vanished and then just...appearing back on the Net, and whatever Richard did after the fact to return him to his proper glory, he hadn't had a chance to be tested, in full.
RAM: I can see you're interested. We've got a direct link to the border. You'll want to see about following up with whomever's in charge as soon as you arrive.
"I'm on it."
The beast arrived then, in a flash of light as the Animus Syndicate released him into the interior of the border. They hadn't locked it down yet. Interesting. He wondered if he was going to have to do that, or if the AS was going to do it for him. K-414 shook himself, before his clawed hand reached out to the nearest passing navi in uniform. "Who's in charge of the Genesis situation?" he growled.
The navi blinked, looking him over. "Who...are you?"
"Animus Syndicate Unit K-414. We've been contracted to assist you." K hated playing this...diplomacy game. He just wanted to find the limits of his container. He had to know what he could do and what would cause his deletion. He knew what would happen if he did, but so far he had proven so effective that it hadn't even been required yet.
"O-oh. You'll want to-" A sudden, shrieking rush of energy came from beyond the building then, and the beast turned toward it, sniffing. The sense of power that came from it was...exhilarating.
"Never mind." The steady gait of the beast brought him out into the open after a few moments, and he saw Serix, a navi he had come across once or twice before- he didn't remember, he just knew that she was in his data banks, and then just beyond her, he saw Genesis. His eyes flashed red, hungry for battle then. He didn't speak, but nor did he attack. The creature wasn't so much imposing on his own, but the battle lust that rolled off of him in waves would certainly attract the attention of both Genesis and Serix both as he began to draw closer.

"I mean, I'd rather you not destroy it, but the data should be backed up anyway. So even if you destroy it today, it should be back within the next 24 hours. So, it's not like you're creating a real issue. Besides, this thing with Ruin is personal, so if you get it done, I'll work for YOU! Nothing derogatory, of course. So, we got a deal?"
Just as Serix finished speaking, a couple of Animus Syndicate navis showed up.
"I've got this side handled. Why don't you guys go help out on the other side? Besides, things are about to get really fun over there, if I play this right."
She showed a false smile as she spoke to them. Serix wasn't exactly a fan of the syndicate's work. Things tended to get messier than they needed to be, especially when a certain K9 unit was involved.
"Why don't you find a new stick to fetch."

*Whatever she meant by that had flown completely over his head. He did agree with her on the rebuilding, but if they could rebuild it that quickly it was a good sign. If it was for that long it would be fine, because anything that could be replaced in such a swift manner in their world was poorly made to begin with. What was done once could also be done again. If they could rebuild it, he could just as readily destroy it again. Besides, there wasn't any harm in having this Serix working for him too. At least, not on the surface that he knew of. He had enough bad business partners before now that even if it were the case, he would also be used to it. However, it was hard for him not to notice K-414. He was like a ball of violence that had already been tossed at somebody. He could respect that, but also understood that also meant more than likely that words were wasted in such a scenario.*
"If those are the agreed upon terms, then we can make the deal once I wrap things up. After all, there is no guarantee I can actually defeat Ruin. And this border is still standing. So just step aside for a bit."
*The energy he had started to build, black data starting to flow upward from the gauntlets on his arms. But he didn't take his eyes off of the new arrival either. While Serix had come for negotiation, it was clear that this one had a simple intention. Odds were high that were he to not make the first move, the canine navi would instead. Probably go through Serix too if he had to, which was another likely deal if she didn't step aside.*
"I take it you're the late backup, then?"

K-414 could hear the interactions between the two, and all of it was currently being relayed back to Richard. K had run across Serix before, here and there, but he hadn't really interacted with her a whole lot. He knew the woman was far more focused in the realms of being a mercenary which was, technically, what he did as well. The main difference was, he was company sanctioned and while he had the possibility of getting out-of-hand, he still had enough power behind him that he'd be able to generally take out most threats, there were some that he ended up causing more damage to than the target he was going after.
Still, the beast found Serix and her proposal quite...interesting. She didn't much care about the border either. K didn't at all, but he wasn't here to care about the border. He was here to protect it, as he'd been called upon to do. He noted that Genesis took note of him and that was fine. Negotiations weren't exactly what K-414 was all about anyway. He had told many, many navi and virii that he'd hunted to simply 'shut up and fight.'
And so as Genesis offered for Serix to stand aside, energy beginning to roll through his gauntlets, K-414 narrowed his eyes, but even so, he couldn't help a small grin flicking over his features.
RAM: Be careful, K-414. This is a very dangerous navi with very widespread attacks. He'll likely damage the border even aiming for you.
"Means he can't centralize his damage. I should be fine," the lupine Navi spoke to his NetOP, not entirely certain if Genesis could or not. But what the other did have was power. And power, K-414 could respect.
At the pseudo-challenge, the beast gave a grin, his red eyes flashing. "Yeah. If you want to go through the wall here, you're going to have to go through me...but before that, I'll be going through you!" the beast roared, loping swiftly along on all fours. He was quick on his feet, and powerful for what he did. If Serix hadn't moved, then she'd be in his way and he'd tear through her on his way to get to Genesis as the beast brought his fist back, with data and energy both collecting around it before he thrust it forward at Genesis, with enough power behind it to shatter a building or three.

Serix simply muttered the word "men" as she stepped away from the fight, and started evacuating personal.
"The two idiots here are very powerful. Please evacuate in an orderly manner, so as to not risk getting hurt as a result of their measuring contest. Odds are, them fighting will likely destroy this place. Go home, come back tomorrow to rebuild."
The girl's outfit changed into that of a police officer, as she waved lighted batons to direct the NIA personal away from the fight and towards an exit.
"Please, go now. Don't worry. This place should be backed up anyway. Your lives are more important than your jobs."

*Swift and powerful as one would expect from a navi with his appearance. But he didn't break his stance or move to dodge, instead lifting up his left arm to meet the incoming fist instead. Genesis himself was fine, but the ground beneath him dented in and the ground behind him cracked and parted from the blow. About enough strength to shatter at least a building, but as K-414 would discover... it took more than that much force to dent him. So he moved his left arm after he blocked to aim to grab the wolf's own arm that he used to punch with, the energy in his right hand forming an obsidian sphere in it that had grown larger than his arm in moments.*
"I would rather go through you and the wall at the same time."
*He let it go at K-414, several firing out instead of simply one as he let go of the wolf then. They had a heavy pull behind them, practically sucking the Animus Creation into it like the ground itself that was ripped up on the way to him. And each one would aim to explode on impact, each explosion larger than the last as Genesis was aiming to do exactly as he said: to blast him and the wall at the same time. He still had one sphere in his hand as he finished, the black sphere morphing into a black sword of pure energy that he swung after, not even pausing to see the results of his previous attack to unleash a cut that would tear the earth and what would be either K-414 or the wall behind him, whichever it would hit first.*

At the same time? K-414 was indestructable, at least to his knowledge. The beast had been subjected to horrible pain time and time again, and yet each time, he had managed to come back from the brink with little more than his own survival on the fray. It was how the beast lived. If he didn't die, then his opponent simply wasn't strong enough. And until now, K-414 had never fought an opponent that was strong enough.
But K-414 had never fought Genesis.
The blasts that had connected with him at first seemed of little consequence, burning away at his body as the slammed into him, each one pushing him back further toward the wall that he was defending. However, one thing that the Onyx Overlord had not expected was the beast's own unrelenting tenacity. Despite their pull, despite their power, and despite the pain, as lovely as it all was, K-414 did not falter backward. Unlike others, he didn't simply block an attack, or resist it. No, K-414 moved into it. He embraced it, letting the pain spill over him in waves. A low growl built up within him as the blasts came to a stop.
Instinct guided him then as he could feel Genesis moving, and through the remaining smoke of the attack, he could see the incoming attack. Raising his arm, layer after layer of armored data covered the forearm as the blade crashed against it. It bit into the armor, breaking through, but the resilience had done its job, as K-414 still stood standing...and so too did the wall behind him. As the smoke cleared, the beast was definitely worse for wear. Large patches of skin were removed, showing the data beneath. A hole actually moved through his abdomen on his left side, all the way through. He looked like hell.
But he was grinning.
One eye was dark, the other blazed with a crimson glory. "THAT'S WHAT I'M TALKING ABOUT," the beast roared, stomping on the ground hard enough for the floor to break beneath his foot. His body continued to repair itself, the broken eye starting to flicker off and on before the light came back once more, the hole too patching itself up. "WHAT MORE CAN YOU DO!?" he howled, even as his body pulsed heavily, corrupted data beginning to spill out from the wounds inflicted. The blood would likely inflict damage on contact, before the beast let out another pulse of energy, and all the negative data within Genesis would feel a pull toward K-414, as if the beast was drawing out anything that wasn't quite 'right' with the Onxy Overlord.
And then K-414 rushed forward again, still broken and batterd as he was, the beast still had a renewed vigor as he brought a claw up across the ground sparking as it clipped the ground before he brought it up toward Genesis' abdomen, the left radiating with power as he brought it forward in a left hook that, were it any other foe, would have threatened to take off his head.
