Professor Tuttle is an odd man to say the least. He's eccentric and surly, always wearing a formal trench coat, a turtle neck, and a matching top-hat. He wears this same outfit every day without fail, even in the sweltering heat of his birth-home of Netfrica; a fact that has caused him to pass out and nearly suffer from heat stroke on more than one occasion. In spite of this fact, he claims that he doesn't mind the heat. He constantly speaks of the philosophical, and will often pontificate on matters of the like for as long as he possibly can, much to the dismay of those that he meets. He's also not exactly a friendly individual, preferring to ignore others when not rambling on about philosophy in an endless monologue. This is made worse by the fact that he also has a tendency to wander around aimlessly, searching out opportunities to capture someone in a long-winded, one-sided conversation.
In spite of these facts, Professor Tuttle is actually a genius programmer. He is one of the OEL's top researchers, and has been involved in many high-profile programs. This fact is much to the dismay of those around him, who constantly have to break through his rambling and force him to re-focus on the task at hand, which in-and-of itself can be a full-time job.
