The Outernet, a term coined by an unknown author with many claiming to be. It refers to a vast, near countless, number of networks not hosted by the primary world nations servers. Networks such as Kotobuki fall into this realm. Much like Kotobuki networks that fall under this term only have one or two access points to them. Requiring a dedicated navi to reach them.
Travelers to these networks are far and few, and in some cases just plain impossible. While some are publicly accessible from certain locations in the innernet, often these servers are hosted in its own real world location and a closed network. Completely unconnected to the internet itself.
Yet its in one of these closed off networks called "The Sunda Coast" where this tale takes place. Long docks and ships decorate the beach head with alcoves of jagged rocks and cliff peaks sporadically breaking the monotony. The crystal blue gleam of the ocean allows near perfect visibility of the marine-life below. A relaxing opposite of the brutal orange skyline above.
The coastline itself makes up only a small portion of this island network. With hundreds of short shanties peppering the coastline and only relenting their expanse inward due to the equally oppressive jungle the island hosts.
In the real world, due to their xenophobic lifestyle the government has closed its server off to the rest of the world, yet its inhabitants, and others, through the use of several(highly illegal) methods manage to commune with the outside. Being used by many in other nations as an open waters source to safely trade goods without law enforcement interference. The locals then in turn collect a tariff on these traders, some of which is used to bribe the government to look away.
While most networks are a replica of their real world counterparts this one has grown its own ecosystem due in no small part to this trading. While its real world counterpart is moderately developed, and allows no such trading within its ports.
H'yup! A hefty looking green normal navi hoists up a heavy box up, and begins carrying it over too their ship. Another navi follows suite and then a third. The docks are abuzz with life as is the normal here but on this day the docks are host to a visitor that's not graced these barnacle encrusted planks before. A large navi in black trench coat walks the docks. His large frame and height towering over the deckhands. His green eyes scanning for nothing specific but to simply soak in the scene.
