The darkest corners of Electopia, a place now forgotten by many. This area bordering a realm of absolute darkness holds in itself a multitude of secrets, each hidden away and stored beyond the reach of those who seek to impose their own way of law. This thin line is all that stands between anarchy and order, between freedom and captivity, between darkness and light.
....and this is the sight of a rare occurrence.
In the sky above, a phenomenon seen only in the most fleeting of moments stirs; a storm churns and brews, bathing the border-area with a mix of darkness and flashes of blinding light. Though Electopia's weather systems would commonly bring such a meteorological occurrence to naught before it could begin, a force of unknown nature now holds back those systems and heralds a new arrival; one with the same force as the storm above.
Shrouded by shadows and gleaming with the light of a dead star, a lone figure walks out from the black shade of the clouds, cloaked in thunder and crowned in lightning. His golden armor shines and glows despite the darkness, sparking wildly with each heavenly bolt above. Those nearby shutter and flee from the overt show of power, leaving his path clear, as if he were royalty among his own subjects. As he walks, his black executioner's mask flashes, and a bright, electric blue eye sparks to light against the darkness.
With purpose unstated, the Navi walks forward into Electopia, holding a goal in mind as each step burns the ground with lightning. Time would tell what this Navi desires....

The first on the scene is a blue dragon, followed by a handful of navis in white armor. The ONB would soon join too for the little they could offer, but this seemed like a problem Blues would take seriously. The dragon stood in front of the unknown navi, while the other NSD Agents kept their guns at the ready as a preemptive measure.
The dragon's eyes made sure that no civilian navis were left in the area and had fleed/evacuated. It was clear that this guy was the source of the storm, and it clearly made sure to pose themselves as a threat.
"Who are you?"

The golden Navi steps forward from the shadow of the storm in silence, approaching the officer before him as each footstep sparks and burns the ground beneath his feet. His electric blue eye continues to spark and flash as brightly as the electric chaos above, and his long, blue hair flows silently behind him as if a stormcloud at his beck and call. The imposing Navi stands before the blue dragon, towering at nearly seven feet tall as he looks on with his single eye with the force of lightning behind his gaze.
I am Scarface, rank 1 of the Undernet. I have come by request of the Under King for deliberations with the leader of your forces.
Scarface made no attempt to attack, but also made his strength and goals clear. The storm above now begins to lessen in the wake of Scarface's words, leaving the Navi himself the only being to be feared.

A screech filled the air, like a jet that was shooting by at sonic speeds. And what flew into the area almost looked like one...but was not. It was definitely a navi that had transformed, soaring close by befor the jet-like navi soared up and then transformed, landing on the ground on one knee without damaging the surroundings. He was a large navi by design. A navi comprised of blue and white armor, trimmed with the same hues. He had elongated shoulders that pointed upward, having a straight and narrow head akin to a spear, much like his two shoulders. A protrusion from the side of both wrists, like some sort of weaponry, as well as an opening in his back. The missles either came from the wrists, the back, or the shoulders likely. But he didn't say anything else yet, standing up to his full 9 feet in height. No eyes even seen to show where the navi's gaze now rested. He didn't have quite the showing of force like the Energy Controller, quite the opposite.
With a glance he recognized the enigmatic navi even before he announced himself, given the prestige his name held for those who knew of him. Especially with the entrance alone, as he was always a bit of a showoff to say the least about it. But in this day and age, for better or worse, some living legends were forgotten. It made things more lively at least some could say.
"I have been given the designation of Trishula, Scarface. Due to circumstances, I am the acting leader for the ONB. It's not often to hear from that King, after all."
Despite the distance he had been when it was spoken, he had clearly heard the message all the same. While being called 'rude' fit Trishula like a glove, he still could show his respect to others. How he showed that respect was a bit different as well, but he wasn't hostile possibly now either. It was hard to tell with him, but his voice sounded calm enough.
"I take it these deliberations are related to the current state of his residence?"

As Trishula makes the scene above, Scarface's eye shifts upwards and watches the approach. The knight Navi remains still and unmoving as the imposing figure draws near, and makes no changes in demeanor or baring. Finding himself greeted with respectful terms, be it due to his own identity or the identity of the one that he represents, puts the Energy Controller at ease in this situation and would certainly be met in kind.
Scarface: Your estimations are correct, commander. I am here for two reasons; the first is to serve as a reminder that the undernet is not simply a lawless zone, but rather a sovereign kingdom that serves purpose beyond what most would care to understand. The second is to gather the intentions of your forces in regards to said kingdom, given the harsh political climate that we now find ourselves in.
Scarface, a Navi who in the past had always been harsh and strong, speaks now with a refinement and respectful tone that he'd long been unable to fall to. He offers no threats or aggression, instead simply laying out the situation and probing the intent of a potential aggressor.

He would admit it a pleasant surprise for Scarface to not be a ball of aggression. He did come in to this expecting it to at least be something akin to a sort of showing that presented, but instead had something more befitting of one that could be deemed a Knight serving his King. Perhaps the aggression Scarface always had was because of the betrayal of his previous sovereign and never finding another worthy of him? That was something that Trishula felt he could understand.
"I understand that unlike what many claim it to be, the Undernet has in fact been in much better shape than the days of old. The troublemakers that slip in and out have even done so with care to the Undernet itself, as they so rarely stir up trouble there now."
Maybe some years ago there were some who wanted to cause problems down there. Maybe even try to take it over, show who was boss. Those people were either lost to the sands of time or acknowledged that taking it over wasn't in their realm of possibilities, and thus moved on to other things. As a whole, the Undernet had actually been a pretty nice place over the years and many of the recent problems never quite came from there as much as they did other places. So to claim that they were barred out because they were lawless was in fact a poor claim to make.
"While we have nothing against your kingdom, because of this harsh political climate, we were forced to close our doors to it. Having it open allowed for a great many things to go poorly as a result. However, I feel that more becoming of who we are, we should be more willing to open those doors again. While the climate we've fostered is harsh, we all can at least share in some common goals. And that alone should almost suffice to make amends for what we had to do."
While each force would keep their secrets, it didn't mean that doing so with the Undernet could go completely unnoticed. If they were doing something too uncouth, then it would be checked all the same. That much was clear with just the showing of the one who reached the rank of 1 in the Undernet now. So in light of this, the kingdom itself wasn't at fault for their potential worries, worries that were unfounded if it was related to the other organizations. No, their worries were more because of other happenings instead.
"So while we can open our doors, we cannot speak for the others. But a way to get them to be a bit more compliant with that demand would be to offer them something in return. Nothing much, save for information of when certain problematic figures come and go there. A particular navi, Ruin, often would do so after one of his destructive displays. Being able to keep track of him even should he try to do so, among other prominent figures, would do much to ease their concerns on the matter."

Aeron signaled the NSD Agents to lower their weapons. He himself dropped his defensive stance. He would stand aside, keeping a eye on the two talking Navis. His frown darkened at the metion of Ruin. That guy was nothing but problems.

The continued respectful nature of the conversation allows Scarface to continue to reflect the same, understanding the points made by Trishula and finding a degree of surprise at the commander's real understanding of the situation. This was already going far better than he had expected.
Scarface: Given your comments, it's obvious that you understand the true meaning of the undernet, and understand why any attempts to attack it or bring it offline would be catastrophic for the net as a whole. This is all that I have truly come to share; if you choose to re-open access to the undernet in Electopia at this point is not a matter of concern for the Underking. We understand that those beyond the inner workings of the Undernet tend to harbor chaos and destruction, and it does not matter to us if you choose to keep them at bay for however long you choose. The undernet will find a way to endure, as it always has.
It was obvious at this point to Scarface that there was much that Trishula wasn't saying in regards to his machinations, but it did not matter. Scarface's lone reason for this meeting was to test the waters and deliver a warning, as well as declare the Underking's intentions in this matter. What Trishula and his forces did with that information was his own choice at this point.

Trishula nodded to his first statement. Unlike many who were uncultured, he knew how things truly were there. It played a rather critical role to their ongoing world. But it was true that despite all the years, the centuries, that it always managed to endure. It wasn't like the rest of this world they lived in, where others would just update it or upgrade things as they felt was required. It managed to persist all on its own, through its own growth over the years. And the Underking that reigned there continued to do the very same.
"We have no intention of attacking it or bringing it offline. The only ones we have issue with are those that are outside of the inner workings of his kingdom."
When all was said and done, they were probably the place that would only have to be fought if they responded to the workings that happened outside of the Undernet itself. And even that wasn't something that they would do in an ideal scenario. Leaving aside just the ruler himself, there were plenty there who would provide quite the challenge to anyone who was going down there save for those who sat at the zenith of strength. But just because it was beneficial to maintain a good relationship didn't mean you had to. In this case they were doing so not just because it was beneficial to everyone to do so, but because they desired a good relationship with them because of the relationship and respect itself.
"But do know that there is a storm that will have to be weathered soon. A whorl brought forth by the consequences of prior actions. While it isn't directed at you, it is better to know of it than not, thanks to the mistakes of someone else over the years. Colossal mistakes, at that. As long as you all brace yourselves, all should be well."
It wasn't any fault of their own at least. The blame fell on someone else, but it was something that would have to be dealt with all the same. Although... it wasn't a small storm in the least. It couldn't afford to be given what its objective was.

Scarface nods at the last sentence. If all truth were told, the final warning was actually an appreciated gesture. While covert in nature, friendly warnings were issued by both sides in this conversation, which gave both sides the ability to protect themselves against future danger. This was exactly what Scarface had come for.
Scarface: Very well. The undernet will endure whatever becomes of the net, as many seem to forget that access can be closed off from the other side as well. While I cannot say that the Underking will support you in your future endeavors, I will say that he will most likely not be adverse to cooperation should the need arise, all due to your willingness to cooperate with us today.
Scarface breaks stance for the first time as the clouds above finally begin to thin and light shines once again. He half-turns before looking back to Trishula with the same intense stare.
Scarface: Our situation have been laid out to you, as requested. Do you have issues or messages that I would relate to the Underking on your behalf?

Mostly in that it was already clear that not only did they know something was happening, it was already stated. It was nice to want to contribute, but sometimes silence was just as important as conversing was. That was a fact that many seemed to forget, much like how many forgot that the connection could be cut from the other side. Access wasn't exactly one-way there, as many would assume. Perhaps because they didn't want to consider what it would mean if they were cut off from the other end for once instead of on their own? For some it would speak volumes. This had yielded something that he couldn't have expected to be frank and something that certainly wasn't a bad thing. He had no issues that he could think of, but did have at least one final message to send. A hint of when the storm would break upon them.
"One final message, for now. From the deepest depths will the large shadow loom. A glint will arrive at the same time to lend light to the shadows."
That would be the turning point. A beginning and an ending. It had already begun in ways that couldn't be noticed. So time would have to be the teller for them all: would the rest of the world be able to endure as well?

Aeron ears splayed backwards a little. "W-well...it's never bad to stress out how dire the situation at hand can become. For the best of both of our countries." He stuttered. "Our representatives are currently busy, but Nebula System Dynamics will provide support, should the need arise. The Underking may count on us as well if further help is needed." He added.

Scarface gives nothing more than a nod at this comment. He had already gathered at least a part of its meaning, but that was not relevant to this exact moment. The situation would change soon enough, and now he had at least some piece of information to move forward with.
Scarface turns away, takes a few steps, and disappears in a burst of electrical power, scorching the ground where he'd once stood.

Scarface had left about as quickly as he arrived, Trishula looking to Aeron after. The only signs that he was being that his head was in his general direction. Things were at least shaping together nicely here, plus he had something else to go and do right now. It would save one of their pests some trouble, but all things in good time. Rushing headlong into a situation you didn't need to was pointless, so for now was biding their time until action had to be taken.
"Make sure things are taken care of on your side soon, Aeron. If someone wants to make a statement, they'll likely use the Nebula System Dynamics as one of their targets."
Such was the price to pay for being a noteworthy place. If you were widely known enough, all it really did was paint a target on your back. It let others know that if they did damage to you, that others would have to be concerned. Some would, some still wouldn't. It was how things always worked. So even if others didn't consider it much of a blow for Nebula System Dynamics to get assaulted, it wouldn't stop with just them. They were just part of the process. The enforcer jumped up into the air, transforming once more before shooting off, having other business that he also had to attend to now with this new knowledge in hand.
